Phoenix Peng, Founder and CEONeuroXess is turning this vision into reality with a groundbreaking brain-computer interface (BCI) technology that converts brain signals into direct commands for assistive devices.
Specifically designed for individuals facing severe paralysis, spinal cord injuries or neurodegenerative conditions, BCI offers a lifeline, restoring their ability to communicate and regain independence. Interpreting neural signals in real time, the technology empowers users to control external devices—such as wheelchairs and communication systems—entirely through thought, marking a transformative milestone in improving their quality of life.
Behind this ambitious venture is a powerhouse duo—Phoenix Peng, a seasoned tech entrepreneur and Tiger Tao, a distinguished scientist. Peng brings two decades of tech industry experience, including the successful founding of one of China’s largest SaaS companies, which was later acquired by Alibaba. Tao’s scientific expertise drives the company’s technological breakthroughs. Under his guidance, NeuroXess has made significant strides in developing flexible electrodes, advancing biomaterials research and refining neural decoding algorithms—crucial elements in creating effective brain-computer interfaces. This combination of entrepreneurial vision and scientific innovation has positioned NeuroXess as a leader in China’s burgeoning BCI industry, earning it recognition as a pioneering force akin to Neuralink.
“Understanding the brain is key to addressing some of humanity’s greatest challenges. We are committed to advancing this field alongside our global partners in research institutions, healthcare facilities and technology centers,” says Phoenix Peng, founder and CEO.
NeuroXess employs Micro-Electro-Mechanical Systems (MEMS) technology to design and manufacture high-density flexible brain electrodes. The flexibility of the electrodes allows them to conform to the contours of the brain, improving the accuracy of neural signal capture and reducing potential damage to brain tissues. Once manufactured, the electrodes are placed either on the surface of the brain or intracranially, depending on the required precision and application.
Through these integrated electrodes, NeuroXess captures brain signals with exceptional fidelity, collecting extensive data from multiple neurons simultaneously. Advanced signal processing techniques refine this data, filtering out noise and enhancing the quality of signals relevant to specific neural activities.

MindExplorer, the company’s state-of-the-art cloud-based platform, transforms these processed signals into meaningful actions. Using sophisticated machine-learning algorithms, the platform interprets neural activity spikes, converting them into commands that enable thought-based control of external devices. This breakthrough capability opens new possibilities for restoring speech, enhancing vision and improving motor functions for individuals with neurological challenges.
The practical application of this technology creates a dynamic feedback loop—users control devices through thought while receiving real-time sensory feedback—whether tactile sensations from prosthetics or visual cues from communication tools—allowing them to adjust and refine their interactions naturally.
Journey toward Global Neurological Solutions
Through strategically located research centers in Shanghai, Nanchang and Zhuhai, NeuroXess has built a foundation for advancing BCI technology. This distributed network enables the rapid scaling of solutions across China while facilitating global expansion, fundamentally reshaping approaches to neurological treatment.
With its sights set on regulatory compliance, the company is advancing through clinical trials to meet FDA standards worldwide. Targeting China Food and Drug Administration (CFDA) approval within five years positions NeuroXess to deliver its revolutionary solutions to patients before 2028. In 2023, after implanting 256-channel cortical electrodes in a two-year-old Labrador, the company achieved movement decoding using its BCI system. And the same system enabled a seven-year-old rhesus monkey to play games through thoughts.
From the laboratories of leading neuroscientists to the frontlines of medical innovation, NeuroXess is rewriting the narrative of neurological treatment. By seamlessly integrating advanced machine learning, precision engineering and deep neurological insights, the company is not just developing technology—it is creating pathways to human potential, offering hope to those facing seemingly insurmountable neurological challenges.
